It does not do any good to pick up a phone and call your state or General administrators. I have done that many times always to no avail. They will not listen to you. It does not do any good to visit them face to face. They will not listen to you.
They have been approached so many times in so many ways till they are hardened to your complaints.
They are hidden behind walls of inaccessibility!
It is like Jesus trying to reach the temple magistrates and that was his first mission as a twelve year old.
