Yes there are selerate tests. The best way to explain it is by looking back at the old ranks. 1. Exhorter 2. License
3. Ordained. Now number 2 is ordained and 3 is ordained Bishop. The test are similar if not the same as before they changed the names from licensed to Ordained and Ordained to Ordained Bishop.
The Agenda Item is voting on allowing Ordained (licensed) to be part of the General Council at GA.
