Getting rid of laws that keep governors from writing books and profiting doesn't sound corrupt to me. This part to me sounded weird.

The point being , Christie had to offer pay raises for the few that opposed the bill so that the votes would tilt in his favor so he could change the law and pad his own pockets with his book.
