I Chronicles 1818 Again he said, Therefore hear the word of the Lord; I saw the Lord sitting upon his throne, and all the host of heaven standing on his right hand and on his left.19 And the Lord said, Who shall entice Ahab king of Israel, that he may go up and fall at Ramothgilead? And one spake saying after this manner, and another saying after that manner.20 Then there came out a spirit, and stood before the Lord, and said,

Evil spirit. If God can command spirits to infiltrate pigs, he can command them to infiltrate prophets. They do what he says - they can only do as much as He allows and no more. Perhaps this one wanted to get on his good side and his part of hell wouldn't be as hot (heard a Baptist guy teach this once

The way I understand the passage and the situation, Ahab had about 400 or 450 prophets of Baal telling him what he wanted to hear. After the incident at Mt. Carmel, Israel declared Yahweh the true God and rejected Baal. So Baal hired 400 court prophets to tell him what he wanted to hear and say that Yahweh said it.Jehosophat heard their prophesying and could tell something was amiss. So he asked to hear a prophet from the Lord. Ahab said there was one, but he never said anything good about him. So Ahab sent for the real prophet

I understand this as essentially the same thing as when an evil spirit from the Lord tormented rebellious King Saul, when God hardened the heart of Pharoah (who had previously hardened his own heart), or when God gives over to a reprobate mind those who persistently reject Him, as Romans 1
